Existence of legacy ASP and .NET technology built over a period of nearly 3 decades challenged the performance, cost of operations and management of the Increasingly complex operations of HPMS which not only is to support high profile initiatives and facilitate mandated data collection and reporting functionalities.

Using MSE (Modern Software Engineering ) approach with cloud First , API led development and agile application development techniques , modernize the HPMS to provide all-new digital one stop solution for all plan interactions on Medicare Advantage (MA) and Prescription Drug (Part D) programs including but not limited to applications, formularies, bids, marketing, audits, plan reporting and assessment, complaint tracking, and financial reporting in a modernized cloud infrastructure and modern suite of tools and technologies.

In addition to an incredibly difficult transition of approximately 40 of the HPMS modules, Softrams was also responsible for migrating HPMS to Amazon Web Services (AWS). Softrams hard work, flexibility, and commitment helped CMS achieve this transition to AWS.

Providing CMS with ability to build/rebuild any environment in less than an hour.

Consolidated Plan submission and data retrieval in correspondence to Part C and Part D plans to HPMS by building a new module for Prescription Drug Pricing file submission using Aurora DB and NodeJS technology that successfully handles more than a billion record files each day in near real time.

Provided ability for plans to download enrollment in real time by building a seamless platform that brings plans and Medicare enrollment data to real time synchronization with more monitoring and dashboards to keep compliance in check.

Built modern platform for Fraud, Waste and Abuse control with advanced features like heat maps and dashboards to assist Plan users and Federal investigators.

Successfully integrated HPMS with Medicare.gov for a near real time updates of plan data compared to a monthly update providing better plan selection for Medicare beneficiaries
Successfully modernized 12% of the legacy ASP applications to modern Angular framework with plans to complete a total of 25% before May 2021.

Automated file transfers with monitoring built enabled the seamless data transfer for mission critical operations for all downstream system.

Dual Database operation with legacy applications maintained in AWS Oracle RDS and new cloud Aurora Database for all modules built after migration. Synchronization between the Databases are real time providing users with one system experience.

Modern technology

Used the modern CMS.gov technology stack and CMS Enterprise Cloud for faster load times, better site reliability, automated testing, and advanced security.

CMS APIs

Created new API for data submission and enrollment data downloads by plans as the single source-of-truth for facility information, including formulary/pricing files and enrollment data download times and satisfaction scores.

Design System

Created a CMS users Design System and Content Style Guide for entire HPMS which reflects the user research completed with plan users to create a ‘one HPMS’ consistent experience, in line with CMS websites.

Global content strategy and governance

Rebuilt and differentiated website content for different levels of governance—CMS (national), State/Medic users (regional), and Plan users, Compliance and regulatory users (local)—so users don’t get duplicative or redundant content with the ease of access to all data.

New Landing Page

Built New landing page for this 20 plus years old application for providing industry users and plan users access to information and supporting artifacts without the need of system access.
